DALLAS RED CROSS VOLUNTEER ADMITS TO STEALING RED CROSS DEBIT CARDS

(CBS11 News) When the levees gave way and flooded New Orleans during Hurricane Katrina, hundreds of thousands of residents lost everything – their homes, their clothing and other possessions were all gone.

Thousands came to North Texas, where the Red Cross opened shelters and provided evacuees with debit cards that could be cashed in for rent, clothes and food.

On Thursday, 21-year old Dallas Red Cross volunteer Brian O’Neal Hines and his 32-year old sister Charmaine Hines pleaded guilty in court to stealing more than 100 Red Cross debit cards designated for Hurricane Katrina evacuees.

They admitted to spending the money on jewelry, clothing and cars for themselves.

While prosecutors haven’t determined the total amount of losses, they say the Red Cross lost roughly $230,000 from the scheme.

Prosecutors explain that Brian Hines, as part of his job, was authorized to activate and load these debit cards with a pre-determined amount of cash.

Hines admitted to activating cards using phony names and then cashing them in at bank ATMs.

To keep this from happening, the Red Cross says they aggressively pursue fraud.

The pair have been held in custody since their arrest last month. Since they plead guilty, they will likely receive less than the maximum penalty of 10 years in prison and a $250,000 fine. They are set to return to court in April.

 
SUPREMES TO HEAR ABUSED DALLAS WOMAN'S APPEAL ON GUN CHARGE by Trey Garrison

WASHINGTON The US Supreme Court today agreed to consider the appeal of a Texan who claimed she lied to get a gun -- under pressure from an abusive boyfriend.

The Dallas case gives the court a chance to clarify how criminal defendants can use evidence of domestic battery at their trials.

Arguments will be heard in April.

Keshia Cherie Ashford Dixon says that she was abused by her ex-husband and boyfriend.

The defense says the trial judge wouldn't allow the jury to consider expert testimony on battery and its effects.

Dixon contends her boyfriend coerced her into buying the guns and she felt her two daughters would be in danger if she didn't purchase the weapons.

Dixon was facing charges in a check cashing scheme when she bought seven weapons at two Dallas gun shows in 2003.

She was convicted of lying to get a gun and receiving a firearm while under indictment.

Federal Deficit for fy2005 Could Exceed $400 Billion

The federal deficit for the fiscal year ending September 2005 could exceed $400 billion, according to a White House official.  A good part of that deficit is attributed to $100 billion in emergency war funding.

Perry, Strayhorn Release Campaign Finance Numbers

Gov. Rick Perry and Comptroller Carole Keeton Strayhorn have released their fundraising totals for their upcoming ethics commission reports.  Strayhorn issued a news release reporting having $8.1 million cash on hand.  She raised $2.4 in contributions from July 1st through December 31, 2005.

Perry spokesman Robert Black said that the Perry campaign will report cash on hand of $11.5 million with $4.6 million in the last six months of 2005. 

The detailed filings are due at the ethics commission by the close of business January 17th
