Vice President Elias Jaua of Venezuela announced that fire at the nation’s largest oil refinery has spread.

Henrique Caprilles, the opposition candidate in the forthcoming presidential election, blames the disaster on government inefficiency under President Hugo Chavez.

As reported by the BBC, “the president has ordered an urgent investigation into the blast.”

Mr. Capriles said, “when things aren’t done properly, with responsibility, then you have to prepare for the consequences.”
