Fox News reports that, "the UN also said much the same thing in March, 2008, when officials told members of the UN General Assembly's budget committee that arrangements for a sanctions committee "should be finalized by summer 2008. This followed an assurance five months earlier on November 5, 2007, from UN Secretary General Ban ki-moon to the UN General Assembly, that the very same sanctions committee 'is being established.'"
Actually, Fox has good reason to express skepticism about the UN's initiatives to investigate criminal activities and punish the wrongdoers. A few months ago, sources knowledgeable on the inner sanctum of the UN, provided verifiable proof to the Dallas Blog that unlicensed doctors and nurses employed inside the UN headquarters building in New York City were self-medicating themselves without obtaining proper proper prescription paperwork, which is a clear violation of US federal narcotics laws. These sources claimed the UN would soon punish these individuals since in-house investigators were fully aware of their inappropriate actions. Nonetheless, the director of UN Medical Services, Brian Davey, never issued any formal sanctions against those unlicensed doctors and nurses. Meanwhile, Angela Kane, the UN under-secretary-general of management, continues to defend the integrity of the UN Medical Services Division. According to Fox, "in the report where he made that announcement, Ban assured the assembly that the UN Procurement Service was already 'developing terms of reference for the ... committee and is currently in consultation with the Ethics Office and other relevant services in order to appoint independent representatives to discharge (its) functions." Yet, Ban also warned, the "nature and complexities" of some procurement reforms, which includes the sanctions committee, would cause delays. UPDATE: Perhaps, the United Natons is making an effort to bribe the Dallas Blog, to stop conducting its investigative reports. After more than a few years, the United Nations' scandal-ridden, multi-billion dollar procurement division concluded that it needed to streamline a process to punish corrupt, unethical or criminal suppliers. Supposedly, a new sanctions mechanism is finally scheduled to begin operating next month - after two previous decoy appearances.
