Mayor Leppert Ignored Trinity Parkway Warnings PDF Print E-mail

Dallas Leppert.jpgWhen voters were preparing to decide the future of the Trinity toll road in the autumn of 2007, newly-elected Mayor Tom Leppert claimed again and again that he had been assured by the U.S. Army Corps of Engineers that constructing a toll road between the Trinity River levees would be safe and cost-effective.

On Sept. 25, 2007, Leppert informed a crowd at the League of Women Voters’ debate that, “the Army Corps of Engineers and TxDOT and NTTA have studied this. They say it is safe. They say it is environmentally-sensitive and they say it is economically viable … They are the experts … and every single one of them say it’s viable and it works, it can be done, and there is no reason not to believe it is (going to be) done .”

Yet for months preceding the election, the city had been told on numerous occasions about fears regarding the road’s route between the levees – concerns which could affect its cost, safety and the potential for ultimate approval by the corps. And those fears were never explained by Leppert and other toll road backers during the campaign.

According to the Dallas Morning News, “documents revealed this month as part of a nearly 4,000-page environmental review of the proposed Trinity Parkway project show that the corps delivered its concerns in a Feb. 16, 2007, memo. In March, April and May, city staff met nearly every week to discuss the corps’ concerns with representatives from the state Department of Transportation, the corps and the North Texas Tollway Authority.”

The corps feared that constructing the road in the levees may jeopardize the 80-year-old earthen dikes which protect downtown Dallas from floods. Although it did not rule the route out, the corps issued a dire warning that engineers must find a method to mitigate those dangers. The memo set off months of contentious meetings by city staff and their partners on the road about how to resolve the difficulties, according to documents in the environmental review.

He didn't ignore them, he lied about them. There's a difference.

This post leads me to ask why, since you call yourself "Dallas Blog," you have failed to cover this and other issues that one would think should be covered by "Dallas" blog.

And now that the DMN is finally starting to realize they need to cover this issue a bit more honestly, you decide to chime in.

Since Dallas Blog lost Sam Merten, it's been more like "Republican Right Wing Crazy Blog."

Might as well drop the "Dallas".

HSH: You should file a formal complaint with the DMN, since that newspaper frequently prints articles on topics unrelated to Dallas. But you do raise a valid point. The Dallas Blog should have posted more articles about former Mayor Ron Kirk's tax issues, Angela Hunt's crusade for elephants at the Dallas Zoo and this website has been too soft on Dallas DA Craig Watkins by failing to post more negative articles about him. Nonethelss, Jonathan Green may not be too happy that HSH is encouraging the Dallas Blog to look more closely at D.A. Watkins.

Very very good points all of you... I have e-mailed Dallas Blog a number of times and asked why there are no more blogs about local Dallas.

Example: Dave Nuemann and his role in the Trinity affair since he tells everyone that HE is now in charge.

Or How about Dave Neumann again and his financial statements made in the news paper and the fact that he has received quite a few donations much larger than the legal limit.

Or how about...

There is nothing on here about Local Dallas anymore. Why is it called Dallas Blog?
