Builders descend on Capitol PDF Print E-mail

Gov. Rick Perry addressed members of the Texas Association of Builders assembled by the hundreds from across the state on the South steps of the Capitol on Feb. 25. He cited that the state's population continues to grow by about 1,000 people to day and that Texas's housing supply will need to continue to grow, meaning a need, he said, to "get rid of the red tape."

Perry said that Texas's population was growing because its business climate is "second to none," citing that from December 2007 to December 2008, Texas created 80 percent of the jobs in the country.
He called again for a constitutional amendment to "nail down our state's position on eminent domain once and for all," saying landowners need to be able to buy back their land for the amount they sold it for rather than an inflated price.

Also on the builders' agenda was support for the strengthening of the Texas Residential Construction Commission, which has faced allegations from consumer groups in the last biennium as being too friendly to large builder corporations.
TAB also opposed Lemon Laws for housing. HB 981 from Rep. Senfronia Thompson (D-Houston) says that if a construction defect equaled or exceeded five percent of the cost of the home, the builder would have to buy it entirely back.
"We do not feel that is the answer," TAB Executive Director M. Scott Norman said. The bill has been referred to business and industry.

Laws that protect consumers from shoddy construction and hidden defects are "red tape", it seems.
