Hold On! PDF Print E-mail
by Rufus Shaw    Tue, Oct 2, 2007, 08:50 PM

Hold on! I don’t claim to know the guilt or innocence of anybody in the City Hall/FBI investigation . But I do know there are a whole lot of unanswered questions regarding how this investigation was conducted. I do know that there are certainly some serious questions concerning the findings and conclusions as explained by the federal government in their indictments. As a result, no matter how badly some may want to play down the racial aspects of the investigation, the tawdry facts surrounding this investigation, the way it was conducted and now its findings, still makes race the 600 pound gorilla in the courtroom of public opinion. Underwhelmed was the first emotion I experienced as I heard the information that was the cornerstone of the indictments in the two- year FBI investigation of city hall. Most of the information given by the FBI was known to us six months after the initial raid on city hall. Surprisingly, a great deal of the information used in the indictments and some of the indictments themselves had nothing to do with city hall. All of the people indicted were known to us within a year of the initial raid on city hall. I was simply stunned as the U. S. Attorney attempted to paint a sinister, almost ridiculous portrait of some of the defendants, complete with lurid one-sided interpretations of their taped conversations.

I don’t know of anybody in the Black community who has worked with Don Hill that would consider him a "financial mastermind" capable of out witting the FBI, the U.S. Attorney’s office and the IRS for two years by executing complex financial transactions geared to laundering thousands of dollars! But that is what the Feds would have us believe is the reason it took them so long to bring these indictments. I literally burst out laughing when one Dallas Morning News column quoted federal agents calling Don Hill "a kingpin surrounded by cronies."

If federal agents had two years of wire taps and the testimony of confidential informants, how did they manage to only get incriminating information on Black folks? How could they have this much information on the goings on at City Hall and never have even subpoenaed a white City Council member or a white Planning Commission member for questioning or for their records? One must not forget that African-Americans were not in the majority on the Planning Commission or the City Council so one has to believe that discussions took place between the indicted Black officials and their white counterparts in order to get the votes necessary to keep the deals outlined in the indictments going. Are we also expected to believe that the Potashniks and Southwest Housing had no dealings with white council members? Then there is the issue of former Mayor Laura Miller’s relationship with Southwest Housing. It is a matter of public record that Mayor Miller had received a great deal of money for her mayoral campaigns from the Potashniks. Yet, Mayor Miller was never subjected to the indignity of being subpoenaed to testify or give information about their relationship or to even have her records examined like some African-Americans unfairly caught up in the probe. Most of them had no exposure to the Potashniks.

The Black political community has not been as severely impacted as many thought we would be after the indictments. State Representative Terri Hodge is in office and fairly active in local politics. As a matter of fact, she is the only Black elected official supporting Angela Hunt and the anti-toll road forces. Her indictment will certainly have some bearing on the anti-toll road forces in the southern sector. Mr. Fantroy has been sick and Don Hill has struggled to remain viable politically after the mayoral election. None of the current Black City Council members are impacted by the indictments. Four other African-Americans who were indicted play absolutely no role in the Black political community. As for Darren Reagan and the Black State Employees Association, I have written about them for years. As a matter of fact, I was sued by Mr. Reagan some years ago for writing about the very activities the U. S. Attorney has just indicted him for. In the Reagan case, I wonder what took the government so long.

All of the defendants are innocent until proven guilty. What we have just been bombarded with is the prosecution’s side of this case. I am sure that when the defense gets an opportunity to unveil their case, much of what we have heard from the government will come under question, especially the prosecution interpretation of taped conversations between the defendants. Many of us will pay particular attention to the identities of the Black people who worked for the prosecution to make these cases. As I have previously reported, former Councilman James Fantroy told me that Commissioner John Wiley Price’s confidante and political consultant, Kathy Neely, was an informant for the prosecution in this investigation. If that turns out to be true, it will have more impact on the Black political community then all of the 16 indictments combined. "At least that is how I see it from South of the Trinity."

What makes you think the white council members haven't been interviewed by the FBI? Perhaps there was nothing to find - or maybe they cooperated to get out of trouble. Have you taken the time to contact all of the former and current white council members to see if they have been interviewed or had to produce records? Former mayor Laura Miller has said she's been interviewed.

The first FBI subpoenas named former councilman Leo Chaney, who has willingly admitted that he has cooperated and will likely be a witness for the prosecution. Those first subpoenas also named Senator Royce West. Have you asked him is he a witness?

I think you will be surprised at the list of people testifying for the government in this case - black, white and brown.

Lastly, people have been talking about that missing money at Paul Quinn for years - the FBI didn't need an informant for that.

Thank You Rufus for breaking it down, many in our community don't have the facts expressed in the media the way you unbiasly state it. Good job!!!

Former Mayor Miller had thousand of dollars in alleged contrubutions from Mr. Potashnik, yet she was not ever mentioned as a Person of Interest. Um.. wonder if she wore some of those hidden mics or just outright snitched with the assistance of Mitchell Ransanky?

DV, there's a slight difference between legal campaign contributions and stuffing your pockets with hundred dollar bills.

Thanks for mentioning Former Mayor Miller she is in my opinion far more than just a pawn in this investigation and the media should look into it but it want ,that would be against the interest of the new minority (they will stay with what keeps the community divided). I would almost bet that this thing is deeper than what we see on the surface ,I think there are people higher up on the food chain than she is behind this investigation. There are some powerful mover and shaker behind this Lynching. One of the main areas of proof is directly before us, look at who is investigating this matter. Who has the type of power it take to initiate something like this. Why shouldnt the FBI explian why only the southern sector leadership was being investigated .Explain why if they felt Mr. Potashnik was corrupting city officals, shouldnt they or why didn't they check the Northside,Westside and Eastside of Dallas for supposed corruption as well or did they.Wasn't this an attempt to clean up city hall so they say.So again we logically come back to what this looks like. Oppression of an area. With the limited information out there you have see this as the possilible reason. FYI young people, remember if an oppresser get away with a injustice like this, they will look for you to continue to bow your head in turn a blind eye to the truth because they have you fear mode. I believe they feel we had better not stand against the interest of those powerful movers and shakers or you will be next to be Lynched in public.I believe this is big part of they're motive in this investigation.

Today's DMN states that most of the defendents don't have the funds to fight the allegations. Isn't that always the case when such small amounts are envolved. If there were a couple of million dollars envolved they would have dollars enough to give it all to some first class attorney from the north or west coast. Johnny Cochran is passed, so little hope. I wish them all well, but the trials won't be on T.V.,as predicted by our ex-councilperson
