Lt. Gen. Ricardo Sanchez
Lt. General Ricardo Sanchez, V Corps Commanding General, told V Corps troops about to return for their second tour of duty in Iraq that "the country’s on the verge of a civil war".

A report in the January 4th Mideast edition of Stars and Stripes described the send off from Heidelberg, Germany of a unit which is returning to Baghdad "to replace the 18th Airborne Corp".

The article cites comments from a speech Gen. Sanchez, a Texas native, gave the departing soldiers in which the General said that "the mission is now to transfer responsibility for Iraq stability to Iraqi troops, including what he said had been ‘neglected police capacity’".

The question remains: Can that transfer of responsibility to the Iraqis occur without the breakout of a major civil war between (and among) the Shiites, the Sunnis, and the Kurds?
