Dallas County Commissioner Kenneth Mayfield isn’t happy about the way Dallas County is spending some of its building maintenance funds. At a session of the Commissioners Court on Tuesday, Commissioner Mayfield objected to a sole source contract for maintenance of the County’s Flakt Fans. The contract is worth from $25,000 to $50,000 per year.

Flakt Fans are used to heat various Dallas County buildings, and they require annual inspection, maintenance and repairs. Five years ago, the County stopped using low bidders for the work because they were unable to do it properly. The County went to Air Performance, the only Dallas area service company authorized by Flakt to work on its equipment. But with the contract up for renewal, Commissioner Kenneth Mayfield wanted the County to consider competing bids. He made 2 points in support of his position.

First, the fans are no longer under warranty, so there is no risk of the County voiding a warranty claim if the fans are worked on by an unauthorized company. Second, 5 years have passed since the unsatisfactory experiences with unauthorized companies, and the County should allow any new competitors who might now be competent to bid for the work. Commissioner John Price objected to Mayfield’s position, citing the County’s previous unsatisfactory experience with unauthorized companies.

Mayfield managed to get Commissioner Maurine Dickey to agree with him, but the two lost the vote 3 to 2.
