Rep. Kent Grusendorf (R-Arlington)The House Public Education Committee has touched the third rail of Texas education politics: school district consolidation. Chairman Kent Grusendorf (R-Arlington) appointed a subcommittee to examine the issue during the interim. During the regular session in 2003, Rep. Gary Elkins (R-Houston) introduced an amendment calling for a study on the issue. The amendment narrowly passed, but Elkins withdrew it after it became clear that rural members might abandon the bill if his amendment stayed on. The vote went exactly on urban-rural lines.
Grusendorf cited the Texas Supreme Court opinion as the driving force behind looking at the issue. "The court has repeatedly indicated to us that we need to look at the structure of education," he said. "We need to look at the efficiencies. We need to find a way to remove the waste ... We need to be talking about classrooms and campuses for kids. That's where education occurs. There's not really any education occurring at the administrative office of a school district. Let's structure the campuses and the classrooms where they are beneficial to kids. That's the bottom line."
Rep. Anna Mowery (R-Fort Worth) reminded her fellow committee members that district consolidation could occur while leaving in place local high schools and football rivalries.
Consolidation, however, makes a lot of rural Texans nervous and has become an issue in many rural campaigns. The subcommittee consists of Reps. Harold Dutton (D-Houston), Mowery, and Rene Oliveira (D-Brownsville). It is scheduled to report back by July 2006.
